About the Fund

The Fund supports treatment and care for chronic diseases, including but not limited to: Cancer, Cardiovascular diseases, Kidney failure, Stroke, Diabetes, and other chronic conditions as determined by the Board of Trustees.

The Fund was created to reduce the heavy financial burden that chronic and non-communicable diseases place on individuals and families, especially where treatment costs are high and not fully covered under the National Health Insurance Scheme (NHIS).

The Ghana Medical Trust Fund (GMTF), also known as Mahama Cares, is a national statutory fund established by an Act of Parliament to mobilise resources to finance and support specialised medical care for people living with chronic diseases in Ghana.

Eligibility & Beneficiaries

Yes. Any eligible Ghanaian, including children and vulnerable persons who meet the criteria, can benefit from the Fund.

No. The Ghana Medical Trust Fund complements NHIS. It supports specialised care, high-cost treatments, medicines, and services that may not be fully covered under NHIS.

A person is eligible if they: Are a citizen of Ghana, Are insured under the National Health Insurance Scheme (NHIS), and Have been diagnosed with a chronic disease that requires specialised medical care.

Services & Support

Yes. Both public and private health facilities may be enlisted as service providers, provided they meet the required standards and are approved by the Fund.

Generally, payments are made to approved and enlisted service providers (hospitals, clinics, pharmacies, laboratories) rather than directly to patients, to ensure accountability and quality care.

The Fund may support: Costs of specialised medical treatment, Medicines and medical consumables, Diagnostic services, Specialist care and referrals, Approved chronic disease programmes, and Medical equipment, infrastructure, training, and research related to chronic diseases.

Application Process

Support is provided based on approved service packages, tariffs, and available resources, as determined by the Board of Trustees.

Yes. Access to the Fund is based on medical assessment and referral in line with approved clinical and administrative guidelines.

Applications are made through a medical practitioner or health facility using procedures approved by the Board of Trustees.

Service Providers

Claims may be rejected if they are incomplete, incorrect, fraudulent, or do not comply with the law or regulations. There are appeal and review mechanisms available.

Service providers submit claims to the Fund. Claims are vetted and paid within the timelines set out in the law, provided they meet all requirements.

Only enlisted service providers, including: Hospitals and clinics, Diagnostic centres, and Pharmaceutical and medical supply facilities licensed by the relevant regulatory bodies.

Governance & Accountability

The Fund is subject to: Annual audits, Internal audit controls, Parliamentary oversight, and Public reporting requirements. All financial management follows Ghana’s Public Financial Management laws.

The Fund is financed through: A statutory allocation from the National Health Insurance Fund, Government budgetary allocations approved by Parliament, Donations, grants, gifts, and voluntary contributions, and Investments and other lawful income.

The Fund is governed by a Board of Trustees, supported by an Administrator, Secretariat, and professional staff.

Complaints, Appeals & Data Protection

All personal and medical information is protected under the Data Protection Act, 2012 (Act 843). The Fund is required to keep beneficiary data confidential and secure.

Beneficiaries, service providers, or administrators may appeal decisions through laid-down administrative processes and, if necessary, through the courts.

Requirements

GMTF covers chronic non-communicable diseases including but not limited to: Cancer (all types), Cardiovascular diseases (heart disease, hypertension), Kidney disease and renal failure, Stroke, Diabetes complications, and other chronic conditions as approved by the Board of Trustees.

While GMTF aims to support all eligible Ghanaians, priority may be given to those who demonstrate financial hardship. A means assessment may be conducted to determine the level of support provided.

To be eligible for GMTF support, you must: Be a Ghanaian citizen, Have an active NHIS membership, Be diagnosed with a chronic non-communicable disease, Receive a medical referral from an approved health facility, and Meet the income/means assessment criteria if applicable.

To apply for GMTF support, you will need: Valid Ghana Card or National ID, Active NHIS membership card, Medical referral letter from a recognized health facility, Diagnosis report from a certified medical practitioner, and Completed GMTF application form.

Support can be provided through donations, partnerships, and corporate or philanthropic contributions, in accordance with the law.
