Our Story

A national fund established by Ghanaians, governed by Ghanaians, and established for the benefit of Ghanaians.

The Ghana Medical Trust Fund (GMTF) is a national statutory fund established to mobilise sustainable financing for specialised medical care for people living with chronic non-communicable diseases in Ghana.

Formally established in July 2025 under Act 1144, the Fund was created in response to a growing national reality. Chronic non-communicable diseases, including cancer, cardiovascular diseases, diabetes, and kidney disease, now account for about 45% of all deaths in Ghana, meaning nearly one in every two lives lost is linked to a condition that often requires long-term, specialised, and costly care.

Positioned at the apex of Ghana’s three-tier health financing system, the Ghana Medical Trust Fund complements Free Primary Health Care (FPHC) and the National Health Insurance Scheme (NHIS) by closing the critical financing gap for high-cost, specialised treatment that often falls beyond the routine NHIS coverage. It addresses the gap at the point where many families are forced to choose between care and financial survival.

Operating under the policy oversight of the Ministry of Health, the Fund supports advanced treatment and specialist interventions, while working to ensure that quality specialist care is increasingly available within Ghana.

 The Ghana Medical Trust Fund is more than a financing mechanism. Born out of loss and driven by purpose, the Fund is a response to the quiet anguish of families facing serious, chronic illness with limited means.

How We Create Impact

The Ghana Medical Trust Fund operates through four strategic pillars, each designed to address critical gaps in Ghana's healthcare system.

  • Financial Support for Approved Persons Accessing Specialized Medical Care for Chronic Disease Treatment

    The cost of treating chronic and life-threatening conditions can be catastrophic, placing an unsustainable burden on individuals and families and forcing many to delay or forgo care altogether. These financial barriers do not only affect health outcomes; they erode stability, deepen vulnerability, and limit the chance of recovery. 

    The Ghana Medical Trust Fund is designed to reduce this barrier by ensuring that cost does not determine access to specialised care. Through structured financial support, the Fund enables eligible patients to receive advanced treatment that may fall outside the scope of existing health insurance coverage, particularly for complex and long-term conditions. 

    Support is provided through application by clinicians in accredited health institutions, guided by clearly defined medical and eligibility criteria. This ensures that assistance is targeted, transparent, and accountable; while helping to preserve dignity, improve continuity of care, and give patients a meaningful opportunity to recover and live well 

  • Investment in Medical Equipment and Infrastructure Development

    The Ghana Medical Trust Fund invests in medical equipment and healthcare infrastructure to strengthen the country’s capacity to deliver specialised care locally. Limited access to modern diagnostic and treatment facilities remains a major constraint on timely, effective care and contributes to avoidable referrals abroad. 

    By supporting the acquisition of advanced diagnostic tools, treatment equipment, and targeted facility upgrades, the Fund helps improve diagnostic accuracy, treatment efficiency, and continuity of care across accredited health institutions. These investments enable clinicians to manage complex conditions closer to home, reducing delays, costs, and strain on patients and families. 

    Strengthening infrastructure is central to building resilient health systems. When facilities are properly equipped, care is delivered earlier, outcomes improve, and more lives can be saved.

  • Training of Specialist Doctors, Nurses, and Other Health Professionals

    Health systems are only as effective as the workforce that delivers care. Addressing gaps in specialist capacity remains essential to improving outcomes for chronic and complex conditions. 

    The Ghana Medical Trust Fund supports the development of a skilled and sustainable health workforce by investing in specialist training, advanced clinical education, and continuous professional development for doctors, nurses, biomedical engineers and allied health professionals. Funding is directed toward areas where human resource gaps limit access to quality care, particularly in the management of non-communicable diseases. 

    By strengthening clinical expertise alongside infrastructure, the Fund helps ensure that Ghana’s health system is equipped not only with modern facilities, but with the knowledge, skills, and leadership required to deliver high-quality care today and, in the years ahead.

  • Supporting Medical Research Relevant to Chronic Disease Care

    Effective responses to these chronic non communicable conditions depend on strong evidence. Gaps in locally generated data can limit the ability of our health systems to design interventions that are both appropriate,effective and targeted. 

    The Ghana Medical Trust Fund supports medical and public health research that improves understanding, prevention, and treatment of chronic conditions affecting Ghanaians. By funding research aligned with national health priorities, the Fund strengthens evidence-based decision-making, informs clinical practice, and supports the development of context-specific solutions. 

    These investments help identify what works, where gaps remain, and how care can be improved over time; ensuring that policies, funding decisions, and clinical protocols are guided by data, learning, and real-world outcomes.

    The Ghana Medical Trust Fund was established by an Act of Parliament (Act 1144) passed in July 2025 as a national statutory Fund.

    Adjoa Obuobia Darko-Opoku

    Administrator

    Adjoa Obuobia Darko-Opoku is an accomplished executive whose career in public service and corporate leadership is defined by institutional reform, operational efficiency, and people-centred leadership. She currently serves as Administrator of the Ghana Medical Trust Fund (MahamaCares Initiative), bringing extensive experience in governance, strategic management, and stakeholder engagement to advance a national vision of equitable healthcare.

    With a strong foundation in Human Resource Management, brand management, and strategic communications, Obuobia has guided organisations through transformational change, strengthened accountability, developed talent, and built trusted institutional reputations. Beyond her corporate career, she is the Founder of the Ignite Youth Empowerment Initiative, through which she has mentored and empowered hundreds of young women in leadership and personal development.

    She holds a Bachelor’s Degree in Human Resource Management, master’s degrees in Brands and Communications Management and Public Relations, and is currently pursuing a PhD in Marketing—underscoring her commitment to excellence, service, and impactful leadership in advancing national development.

    Edmund N. Osei Owusu

    Head General Administration

    Edmund N. Osei Owusu is a professional administrator with over eleven years’ experience in management roles within the public service of Ghana. He currently serves as the Acting Director of General Administration at the Ghana Medical Trust Fund (GMTF), where he provides strategic leadership in Administration, Human Resource Management and Procurements. He has been a member in good standing with the Chartered Institute of Administrators and Management Consultants (CIAMC), Ghana since 2015.

    Prior to his current appointment at the Ghana Medical Trust Fund, Mr. Osei Owusu held management roles at the National Health Insurance Authority (NHIA), including Deputy Director of Administration. He holds a Bachelor of Arts degree in Sociology & Information Studies from the University of Ghana, Legon, Master’s degree in Business Administration (Strategic Management) from the SMC University, Switzerland and a Diploma in Human Resource Management from Galilee International Management Institute (GIMI), Israel. His blend of practical experience, policy insight, and continuous professional development are key assets for the achievement of the strategic objectives of the Fund.

    George Asamoah-Baah, FCCA

    George Asamoah-Baah, FCCA

    Head Finance

    George Asamoah-Baah, FCCA, a Chartered Accountant, is an accomplished finance and investment professional with over 26 years of progressive experience in both private, and public sector financial management. An academic high achiever and Valedictorian of the University of Ghana’s 2017 Graduate Cohort, he holds a Master of Public Administration (MPA), an Executive MBA (Finance), and BSC Administration (Accounting Option) degrees from the University of Ghana Business School and a Master of Art in Ministry degree from the Trinity Theological Seminary, Legon. His blend of practical experience, policy insight, and continuous professional development positions him as a trusted leader and strategic thinker within Ghana’s public financial management landscape.

    William Omane-Adjekum, PhD

    Head Operations

    William Omane-Adjekum is a Clinical Pharmacist and Health Financing Expert with over 22 years of experience in healthcare delivery, insurance, and health systems management. He is the Acting Director of Operations at the Ghana Medical Trust Fund (Mahama Cares), leading benefit design, operations, and claims systems.

    He holds a PhD in Public Health, pharmacy and clinical pharmacy degrees from KNUST, an MBA in Project Management, and international certifications in health financing and governance. He previously held senior roles at the NHIA, led major claims and digital reforms, and is a member of the WHO Health Financing Technical Network Group.

    Dr. Norbert Mantu Kipo

    Policy Advisor to the Administrator

    Dr. Norbert Mantu Kipo serves as Policy Advisor to the Administrator at the Ghana Medical Trust Fund. He is a medical doctor with multidisciplinary clinical experience spanning various specialties across major hospitals in Ghana.

    His medical background and policy expertise provide valuable insights for the Fund’s healthcare initiatives and strategic planning.

    Donald Joojo Griffin

    Technical Advisor

    As Technical Advisor, Joojo helps with the fund’s core governance and operational frameworks, including developing partnership engagement policies that guide donor and partner relations that ensures the fund operates with the highest standards of transparency and accountability. His expertise spans health administration, benefit design, psychology, market research, data analytics, strategy and growth marketing. He holds Masters Degrees in Clinical  Psychology and Health administration.

    Afua Serwaa Offei

    Head Corporate Communications and Stakeholder Engagements

    Afua Serwaa Offei is the Acting Head of Corporate Communications and Stakeholder Engagement at the Ghana Medical Trust Fund (GMTF), where she leads the Fund’s communications strategy, public education, reputation management, and stakeholder relations in support of its national mandate. 

    A people-centred communicator and accomplished orator, Afua is recognised for her ability to craft clear, compelling narratives that build public trust, strengthen institutional reputation, and mobilise diverse stakeholders around shared purpose. She brings a strong strategic lens to communications, with proven experience in developing and executing integrated communication strategies that align policy, programmes, and partnerships. 

    Afua has extensive experience across both public and private sector institutions, where she has played key roles in marketing and communications leadership, service quality engagement, brand positioning, and strategic partnerships. She has led and coordinated multidisciplinary teams, guided complex stakeholder engagements, and supported organisational strategy through effective communication, advocacy, and relationship management at national and international levels. 

    Bilingual in English and French, Afua is well-positioned to engage regional and international partners, and to support cross-border collaboration and development initiatives. 

    She holds a BSc in Business Administration from Ashesi University and is currently pursuing an MSc in Strategic Marketing at Imperial College London. Afua is a member of the Chartered Institute of Marketing (UK and Ghana).

    Maame Efua Amankrah-Otabir

    Maame Efua Amankrah-Otabir

    Head Legal

    Maame Efua Amankrah-Otabir is a highly qualified legal professional currently serving as the Acting Deputy Director of Legal and Board Secretary at the Ghana Medical Trust Fund. She brings extensive experience from the public sector, having previously progressed to Manager in the Legal Directorate of the National Health Insurance Authority (NHIA).

    Her strong academic foundation includes a Bachelor of Laws, a Qualifying Certificate in Law, and she is further advancing her expertise through an LLM in Dispute Resolution and Practice at GIMPA.

    Her career is distinguished by a wide range of responsibilities encompassing legal opinion preparation, corporate governance, court representation, contract review, and compliance. This professional experience is complemented by earlier roles in insurance sales, national service at the Ministry of Foreign Affairs, and multiple legal internships.

    A member of the Ghana Bar Association, she is a skilled researcher and team player with strong interpersonal abilities, making her well-equipped for leadership in legal administration and strategic advisory roles.

    Seth Kwame Boateng

    Head Production and Content Creation

    Seth Kwame Boateng is a health communication and public health professional with extensive experience at the intersection of journalism, health policy, and strategic health advocacy. He brings over two decades of experience using evidence-based storytelling and human-centred communication to influence health outcomes, policy reform, and public awareness across Africa.

    An internationally recognised, award-winning journalist, Mr. Boateng was named Ghana’s Overall Best Journalist in 2015. In 2017, he won the Global Health Contest organised by Johnson & Johnson in the United States and was also adjudged Overall Best Journalist in West Africa. He was inducted into the Ghana Leadership Hall of Fame in 2019 and has received over 25 local and international awards for excellence in journalism and health reporting.

    His investigative work has contributed to meaningful reforms in healthcare delivery, prison health systems, and access to care for underserved and vulnerable populations. His reporting has played a key role in catalysing improvements in healthcare infrastructure and elevating national discourse on public health equity.

    Mr. Boateng holds three master’s degrees: Communication Studies (University of Ghana), Conflict, Peace and Security (Kofi Annan International Peacekeeping Training Centre), and Public Health (University of Leeds, United Kingdom).

    In 2025, he was seconded to the Ghana Medical Trust Fund, where he currently leads Production and Content Creation, shaping strategic health narratives, patient-centred storytelling, and public engagement to support national health financing and access-to-care initiatives.

    Yvonne Sedegah

    Head Benefits

    Yvonne Sedegah is the Acting Deputy Director for Benefits at the Ghana Medical Trust Fund, bringing over 23 years of public service experience in labour issues and health insurance.

    She holds a Master’s in Economic Policy Management from the University of Ghana, an MA in International Development Studies (Women and Development) from Ewha Womans University in South Korea, and a BA in Economics and Sociology from the University of Ghana.

    She joined the National Health Insurance Authority in 2010, where she led research on the NHIS Medicines List, service tariffs, and benefit packages. As a Senior Manager in Strategic Health Purchasing, she led reviews of tariffs and benefits, engaged stakeholders, and monitored implementation to ensure quality care and sustainability of the NHIS.

    Alberta Akweley Bannerman

    Head Human Resource

    Alberta Akweley Bannerman, a seasoned Human Resource professional with over two decades of experience, currently serves as the Acting Deputy Director, Human Resources at the Ghana Medical Trust Fund (GMTF). She advises senior management and ensures HR policies support the company’s strategic objectives. Prior to this role, she was a Senior Manager, Human Resources at the National Health Insurance Authority, where she led key functions in performance management, employee relations, policy administration, and labour law compliance.
    She holds a Master’s degree in Management and Administration from the University of Ghana Business School, a BSc in Administration (HRM), a Diploma in HRM from Galilee International Management Institute (Israel) and is a Chartered Member of the Chartered Institute of Human Resource Management Practitioners. Her career spans leadership roles in both public and private sectors, including the University of Ghana Medical Centre, Esquan Limited, and Frontline Capital Advisors. Alberta is known for her strong people-management skills, ethical leadership, and ability to align workforce performance with organizational goals.
